Budget 2019 placed specific incentives for expansion of rural industrialization/MSME using digital technologies for job creation and boosting rural manufacturing. This is not surprising given reported large-scale rural distress. Manufacturing has the highest multiplier effect of any industry. The last reported data highlighted 51.2% of total net value added in the manufacturing sector is from rural India.
